Managing Overweight Trucks

Truck traffic signals a thriving economy, but their excessive weight and size disproportionately imprint cities’ thoroughfares and local streets. For decades, cities have required the largest and heaviest trucks to register permits, restricting their weight and routes. For truck drivers, this means going to City Hall ahead of time, filling out a paper permit, and waiting for manual approval.

ClearRoad worked with the City of Fremont to get their overweight truck permitting program out of the filing cabinet and into the cloud. Like in most of the East Bay, a growing population has meant an influx of additional truck traffic. This has pushed Fremont’s existing permitting program to its limit, diverting staff time and extending permit turnaround times to 24 hours or more.

Based on extensive requirements gathering and interviews with multiple Fremont employees, ClearRoad built a three-pronged solution to streamline all aspects of the permitting process:

• Truck Permitting App – A web-based interface for owner-operators or fleet managers to obtain permits, including:

• Vehicle Registration

• Permit Submittal

• Route Selection

• Permit Management Dashboard – A cloudbased dashboard for city employees to review and approve submitted truck permits

• Permit Lookup App – An in-vehicle application for the police officers to validate a truck’s proper permitting

Digitizing the existing permitting steps not only provides numerous administrative benefits, it also expands the range of achievable regulations:

• Automated enforcement cameras can flag license plates at key intersections to notify police officers in real-time. Advanced roadside equipment can even count axles and estimate vehicle dimension & weight, triggering citation issuance.

• Onboard truck telematics present in most Class 7 & 8 vehicles can automate the entire permit application process. The enhanced data allows cities to analyze freight patterns and even enact surcharges for travel on residential streets.

Together, these technologies open the door to seamless regional permitting programs, removing multiple pain points for cities and truck fleets alike.
